Lifelong learning is defined as “all learning activity undertaken throughout life, with the aim of improving knowledge, skills and competence, within a personal, civic, social and/or employment-related perspective.” ( However, it is interesting to note the competency gap between higher education and high school. Is it just a knowledge gap ( ) or as is it well an attitudinal gap? . How can we expect the students to be able to do team work, be critical, inquisitive, risk takers when the competencies required to access university are quite different? There is a profound mismatch in the attitudes required at primary, secondary, higher education and professional level. In this case, how can we discuss LLL? and what impact does it have when the students reach higher education and these attitudes are required to prepare them to be employable and thrive, having an active and proactive role in the knowledge economy? How can we build a common discourse in the formal educational path when we have Ministries of Education and Ministries of Higher Education? 

All these reflections started when I watched this video, for the #FDOL141 course and how to create online communities and collaboration…very difficult to do it when the students have grown up in a learning culture of individualism, grades, grades, grades to enter Higher Education…some further reflection at policy level on how to engage these future generations and not to alienate them… I recommend you  to watch Ken Robinson TED Talk ” How schools kill creativity” (  and also watch this lecture from Daniel Goleman…there is a lot that we need to question and find creative solutions for the current  (lifelong) learning challenges we face

Some days ago, a colleague inthe course FDOL 141, asked this excellent question: “Have you come across An american study shows that 78% of students have access to mobile devices – but how about the rest? Some ideas here.”

Due to the size of my response, I decided to answer it in here 🙂

This digital divided, which is presented in here regarding the  US, presents a rather grim aspect when you leave develop countries. In developed countries, we are above the 100% subscriptions, while in developing countries, we are reaching the mark of 90%,

Currently, the countries are tackling this digital divide by using different strategies, for instance lowering the price down, through subsidies. In Portugal, o Magallean (, In Venezuela, the government paid for the laptops to be made available in schools ( ). in the Caribbean, there is a mix between these two models and have adopted One Laptop per child policy, following Negroponte dream :).
The other day, I was among a group of friends and one of them suddenly told me that she was not a techy, that she couldn’t almost use her computer, that she used only her business program. However, from a group of 7 people, she was the only one always checking her smartphone, looking at her email, sms, internet…and she was not a techy 😉
This was profound as she was a heavy user of technology, without even realizing it. If her business program was available as a mobile app she probably would altogether just use her smartphone. This presents huge implications to the ICT profiles and skills, capacity development and therefore to Development  policies.
